Do you suggest I uninstall the control panel software or something and see if that helps? I'm wondering if I'd be able to run a live version of Linux and see how the volume keys respond... Does Linux have anything to show you a change in volume like Windows 10 does? :P

When you hold down any alphanumeric key, it repeats like it should, so those keys at least aren't being blocked by whatever is causing this. Is there any way I can test how quickly the function keys repeat? Maybe I can test the function key that the volume button is on and see if that tells us...
