If I were to up to a 3080 would that increase the life expectancy of my graphics card in any meaningful way? (Ie it would be useful for AAA games for another release cycle or something)

I am getting a Desktop built and I wanted to know to what extent the PC has things installed and configured.
Does anyone know if for the initial setup the RAM is configured to run at advertised speeds, all drivers are updated for Motherboard/Grapghics cards, configure fan speeds etc or...

For the graphics card and cooler changes, would I be right in guessing that in your experienced opinion a 3080 would be overkill for my needs but the cooler is probably worth paying up for?
