Yes, the Driver Booster cause the “system” process in task manager to cycle between 0 and ~10% cpu every 10 second at idle.
I did try clean installation several times i.e.
1. Clean install window -> Install drivers from pcspecialist -> let window update until it’s up to date.

Although the software shows my driver is all updated. But some drivers are still missing (see photo).
Yes, the suggested process by SpyderTrack is normally what I did. After allowing Window Update until the system is up to date, the drivers is still missing. So I installed the chipset drivers either from intel and from pcspecialist. Unfortunately, both didn't worked. Sorry if I am not clear.

Yes, I did the same process as you mentions. I try install the chipset drivers either from pcspecialist or intel. Both can be installed successfully. But the same missing drivers is still there.
