I would say light video editing should be fine on that system... with bigger projects you might need more RAM and for higher performance of encoding/scrubbing (Certainly in Adobe apps) a more powerful GPU with CUDA (NVIDIA) would definitely be better, but at that point you're pushing your budget...
What Motherboard does it have? If you can identify the motherboard model then you can download the manual form the manufactures website. It would usually be a 4-pin header labeled as 'RGB_HEADER' if it has one.

I'm running the 3900X here right now, It's an absolute beast at chomping through renderings in Adobe Dimension... Unfortunately i don't use Unreal engine so can't comment on the performance of the RTX 2070 Super for that.
A couple of things... You're going to get more bang for your buck with an AMD processor for sure! Something like the Ryzen 3800X might be a better option and should save you a few quid so you could improve the AIO cooler.

My only comment would be to suggest you look at a AMD Ryzen 9 3950X build for pure CPU power, I recently got a 3900X system here and i'm blown away with the CPU power of the new Gen 3 Ryzen! It should blow that Intel CPU out the water!
