So I just received my PC and for some reason cortana / the action centre wouldn't be responsive to either of my actions, even related settings in the menu like system --> notification settings, that just wouldn't open up. Is there any reason for this and how could I fix it?

EDIT: Tried the cmd comand you told me about. Nothing has changed. It was "repairing" some files and still same thing goes on. I was thinking is a bios problem, no?
