If the cooler is inadequate ( and I trust your judgement ) why are they even offering it as an option with this CPU? I was told that all parts will work together very well with no problem.

I guess it might amplify with the help of a good headset, but good headsets normally do that on their own etc. I have never used one and always played at very high elo in games so I guess if you wanna save money then leave it out.

I don't think its a good build for the money no sorry. I should say why, for similar price you can get a much better system from pcs.

3070 can do control at 1440p and 100-110fps with dlss and Ray tracing. Your system is underperforming compared to everyone's benchmarks.
