Which of these SSD are the best for speed

Planning to buy a PC from PCS early next year.

Can someone tell me which of these are the best for speed:

M.2 SSD Drive Samsung SM951 256GB: (2150MB sR, 1260MB sW)

PCI-E SSD Drive

Kingston hyperx savage 480GB: (660MB sR, 530MB sW)

I think the PCI-E are a bit too expensive for me.

What are M.2 SSDs, can someone point me to some info about them?
