I don't think that the 6990 is worth it, its apparently really loud, and gtx570 in sli gives similar performance. I would go for the spec i've posted, maybe just add more ram to have 16gb, and if you will need you could always add another gtx580 in sli,
and maybe change the ssd to 120GB INTEL® 510 SERIES SSD, SATA 6 Gb/s (upto 450MB/sR | 210MB/sW)
