CPU- The faster i5 will help in games and you can overclock it in the future should you need to squeeze more performance out of it.
Case- this is an all round great case for the money and is very suitable for your build.
GPU- this upgrade will see you gaining a significant boost in performance, simple.
SSD- the v300 series has performance issues, go with the Samsung as it is cheaper than the Hyper x and you will see no difference in performance.
HDD- The WD is more reliable and has a large performance increase over the one you chose.
PSU- the 650w is needed for the 980
CPU cooler- the standard is loud and has poor performance. The CM evo is quiet and will even allow you to do some mild overclocking.

This fits within your budget and massively out performs the spec you posted in all the important ways.

If you don't want to overclock at all save yourself some money by getting the i5 4690 and the triple heatpipe CPU cooler.
And if anyone helps please help them out by giving them a rep on every post you found useful :)

If your maximum budget is €1500 including a monitor and peripherals you may need to stick with the gtx 970 but I would suggest pushing for a better case.

Agreed, if you can't fit that spec into your budget, drop to the 970.
That's the case I recommended, although when it comes to cases a certain amount of personal bias to the way it looks is always there.

Is the first one more safe or is it just quiet?

Their both very safe. The CS is about half the noise and is modular, meaning there are only the cables you need to plug in present, for people that find looking at excess cables annoying.

You can check the differences from the corsair website, the modular psu should be more quiet and easier for cable management
