sudden loud fan noise

The rear fan randomly seems to be making an awkward noise from time to time, is there any way i can see the rpms to find an inconsistency, or possibly an application that's causing the issue. i have no idea where to start, the fan is not hitting against anything it just sounds like a paper fan noise. its also not all the time, it seems random as if that one fan it changing speed
