I would go with a different system. I7-4790 (non-k), triple copper heatpipe cpu cooler, cheaper motberboard (no loss in performance), a higher resolution monitor and a single gtx 980 with the option to SLI in the future. A single stronger gpu will run cooler than having 2 x GPUs, less hot and avoid any possible Sli issues with some games

Is there alot of difference between the 4790 and 4790k? and guessing that the cpu cooler is sufficent for cooling. i dont have much space for a larger monitor with higher resolution or would you recommend one? ive been doing a bit of research with the gtx cards, i know alot of games dont support SLI but im presumng games coming out now are SLI ready and two gtx 970's blows the gtx 980 out of the water in game tests.

2 x GTX 970s seems overkill for a 1920x1080 monitor. There is no noticeable difference between the i7-4790 and 4790k for gaming.

So you'd recommend if im sticking to the 23" monitor then go with a single gtx 980 as i wouldnt benefit using two gtx 970's

I would go with a 1440p monitor, probably the smallest one you can get is 27" and a single gtx 980. If you sticking to the gtx 970 then a 1920x1080 monitor

starting to creep out of my budget with a 27" monitor. I may just stick to the two 970's in sli, regarding the motherboard, having a look at which to pick, but aint sure which is decent, only picked the RoG one as ive got one in this computer.

The gigabyte Z97X Gaming 3 would be a good and cheaper motherboard choice and will give pretty much the same performance, it supports SLI as well :)
