RAM Memory question

Any1 know if a 1300mhz ddr2 ram will work with ddr3 1600 mhz rams?

if it does performance wise will it make any difference?
if it doesnt then why so?

an example say 4gb ddr3 1600 mhz and 4gb ddr2 1300 mhz

You can’t mix,DDR2 with DDR3,pretty sure they wont even fit in the same slots,best check your motherboard user guide to see what RAM configurations are possible.
