OK, so you've gone for a very expensive machine, but you're definitely not making the most of your budget. We can help you get a way better system.

Some questions:
  1. What will you be using the machine for? If gaming, what games?
  2. What monitor(s) will you be using?
  3. What's the budget?
  4. Do you particularly want the looks of the water-cooled build, or would you be happy with an AIO liquid-cooler setup? It will be a lot cheaper and every bit as good in almost all situations.

OK, if we have a £4600 budget, which is what I think this is, let's allocate £1000 to getting you a new monitor (either a 4K 144Hz display or the Samsung G9 if you fancy the super-ultra-wide setup), because I'm going to guess that's a 1080p monitor and therefore not worthy of this kind of build! Let's also assume you're going for a standard AIO-based cooling setup, as a liquid series build is a £500 premium for no increased performance. This gives us £3600 to spend on the build, and we can still go mega overkill on it.

Here's the AMD build I'd recommend for you. Honestly, you could comfortably drop another £500 or so off this and still get pretty amazing performance. But let's go with it anyway. I've dropped you from 18TB of storage down to 8.5TB because I very much doubt you need 18TB for gaming purposes! If you do need more, external hard drives are a better solution, compared to those noisy IronWolf drives.

Very nice, with a build of that value I might have considered another £64 and upped the warranty to Gold

No question that the 64GB of RAM is overkill. (Along with the 3080 Ti, which could very happily be a 3080, the braided cables, arguably the second 3TB hard drive). All that would cut another £580ish off the budget without a significant loss of performance. OP, you can choose for yourself whether you want the have-it-all build or the have-it-all-with-cherries-on-top build!

But yeah, I'd definitely upgrade the warranty: good shout.

Do you mean going for, say, the 8TB Samsung 870 in addition to the two Seagate Firecudas I recommended? That would be the have-it-all-with-cherries-and-cream-on-top build! But I wouldn't change either of the two Seagates: they are the super-fast options, far faster and more reliable than the Corsair ones, say.

If you order it, I definitely want to see photos when it comes!

Post the build you decide on, HDD are better value for money for general storage

Still kicking specs and ditched watercooled option and also as suggested AMD looks a better bet than intel after a lot of reviewing on line. Is the jump up from 5900x Ryzen to 5950x worth it? Also suggested board out of stock so was looking at next one up = the ASUS® CROSSHAIR VIII HERO.

I am prepared to pay more for SSD rather than HDD and get monitor in a few months.

I could save a lot of money dropping from 3080Ti to 3060Ti or RTX3070Ti. Whilst not on 4k yet will be looking to do so in near future. Any thoughts gratefully received. Tempted by the 308 non Ti although I may have to wait for it to become available
