Should i get the CoolerMaster Hyper 212 EVO (120mm) Fan CPU Cooler (£29) or Super Quiet 22dBA Triple Copper Heatpipe Intel CPU Cooler (£19)?

It really depends on how much you will be taxing the CPU, I would say that the Triple copper should suffice unless you plan to run the CPU under extremely heavy loads for extended periods of time.

I'd be wary of getting the 4GB 770; it offers no performance gain over the 2GB 770, even in multi-monitor setups (perhaps .2 -.5 FPS tops). Check these benchmarks http://alienbabeltech.com/main/gtx-770-4gb-vs-2gb-tested/3/

That said, I have heard from a couple of people that Watch Dogs utilities the extra VRAM - but that isn't from personal experience, so I couldn't say with certainty.
