iv tired using trixx and msi afterburner but i cant oc my card, iv also disbled the powersaver state. advice?

Which version are you using? Plus try installing Kombuster too. But there should be an option on the bottom of the general settings tab called AMD compatibility properties. This is where you can enable overclocking for all AMD cards including the 7970m
