Octane III i7 6700k not downclocking

Hi all, I have an octane III with the above CPU. When using the default profile overclocking utility (i.e. not overclocking the CPU beyond standard), the CPU does not downclock at all even when not being utilised. Same happens when overclocked. I'm using adaptive offset -100mV. I went to the bios to see if there is a speedstep option but there isn't. Voltage seems to vary appropriately depending on load.

Is downclocking possible on these?

Right click on the battery icon in the system tray, click "Power Options" and select "Balanced" even "Power Saver". See if you notice any change.

Ah great thanks. How simple, the min processor state on "performance" was set to 100%. Switching that to 5% sorted this. "Balanced" and "Power saver" have this as default. CPU-Z displays the downclock properly whereas Realtemp did not.
