Check you havent pulled any cable connections out while you were installing the components,
make sure you take antistatic precautions before going into the case

i touched the case and PSU to discharge my self . ive got a feeling it somthing to do with the power , because it turns on and off straight away . all the lights on the fans etc turn on but turn back off . i also diconnected all the fans to see if that helped , no good!

Try taking the sound card out if your sure no other connections have been pulled out.

Wont matter what wall socket you plug it into.

If the fans twitch, that usually means the board detects a problem with power and cuts off quickly. This could be a number of things but if it were here, I'd start with the basics.
Unplug everything (sound, usb cables, gpu, even memory) so all I have left is a board with power cables, PC speaker and a CPU installed. Switch on and if the fans still twitch, you are most likely to have a problem with PSU or motherboard. If you find it beeps with lots of post errors, then you know that the board, psu and cpu are all ok, so it is one of your 'extras'. Put them in one by one until you find the culprit.

Alternatively, you can phone us and we can sort it for you ;)

If your machine was working ok before you installed the soundcard & fans,
then it is almost certain, something you have done in the process has caused the problem.
I cant see it being an "Insecure" CPU all of a sudden.
As I said, possibly a connection has been dislodged,
or possibly you may have damaged the motherboard.(hopefully not)
