New build - GPU fans turn on at certain temp on idle

I set up my new computer yesterday and I've noticed that the GPU fans turn on at a certain temperature, and when reaching 50°C, they turn off again. It does this repeatedly.

Temps on idle is between 50°C and 70°C.

Is it normal for it to do this? Or is it doing this because I'm downloading something on Steam?
