Need some help with fan speeds, and tech help

The screenshot you see is normal, see where I circled, sometimes I see it at something crazy like 56k RMP, now normal.
Is this normal??

Always that one fan, and it's not all the time.
With I-Cue, I don't know about you, but occasionally seems to corrupt itself and need to reinstall.

I am fine with doing that, as looking online, quite a few people have had this issue with the program itself.

But my question is why is circled fan spiking so high occasionally?
