You should be ok and you'll be incredibly unlucky if any physical damage has been done - that's what the surge protector is for. There is however a small chance that there may have been some Windows corruption, it depends entirely on what Windows was doing at the time.
How do I check if the GPU is fine or not?As long as the surge protector is a decent one then it should have done it's job and protected your computer. I have gone through plenty of power cuts while using my system and my surge protector has always done it's job (and that was when I was using a near 20 year old surge protector!). When you get the electric back and start it up, just check everything, if you game, try running a game to make sure the GPU is fine
Does the monitor get affected in any way at all?Does it turn back on? You'll probably find that you've lost any data you had open (if you were working on something and haven't saved recently for example).
Its unlikely that anything would have been damaged.
