They will try and overclock it to 4.8, but if they can't get it stable at that speed it may be slower - it mostly depends on the silicon lottery I'm afraid.

5ghz stable with an air cooler? Why not jus rely on the turbo boost? Any specific reason for more than that?

The OC they can reach will vary from chip to chip (silicon lottery as mentioned above). I imagine they go for 4.8GHz and advertise that figure as it's reasonably feasible to reach that on most chips, plus as it's a reasonably middle of the road OC it shouldn't present too many temperature issues, even given the quite high temps that Kaby Lake i7s can give under some loads.

The OCed builds are only about ~£10 more than the stock ones, so it may be a quite reasonable compromise. I haven't read much about Kaby Lake OCing in detail, but 5GHz did seem to be a limit for a lot of the initial Kaby Lake reviews I read.

They do offer upto 5GHz in the liquid systems: https://www.pcspecialist.co.uk/computers/intel-z270-liquid/

There's nothing stopping you upping the OC yourself ofc :) As long as you're comfortable with the warranty implications.
