Help on Android Hotspot to PC

I don't have wifi and usually Tether my phone to PC but means its up by the PC. I then setup a Hotspot using Android so i could connect to PC and other phone. But my data ran out and now have new data on original phone so wanted to hotspot with this instead. The other phone is switched off. Turned hotspot on on this other phone but pc tried to connect to Android setting but fails. I think it thinks its the same as both Android phones but obviously will need new password putting in that you get when you set up a hotspot. But there is no option to change it. Just has connect. Usually would prompt for password but doesn't then fails. I think its still trying to connect to other phone which has no data left. Can anyone help?

Do you not have internet at home? Why are you using hotspot?
