Help deciding between configurations

So I'm very torn between two PC configurations and I was wondering if I could get your opinions on which is the stronger of the two. My budget is £1300 and I've got two options that are basically at that budget.

Option 1:
Intel Core i5-10600k
RTX 3060 Ti
Noctua NH-U14S (to allow for overclocking)

Option 2:
Intel Core i5-10400f
RTX 3070 (pre order only)
Coolermaster Hyper 212 CPU cooler

(All other specs identical between the two)

I'm trying to decide whether the CPU downgrade is worth the GPU upgrade, mostly interested in gaming above all else. Another thing to note is that the 3070 is pre-order only so I'm not sure how much longer I'd be waiting for it over the 3060 Ti.

Any opinions would be appreciated, thank you.

Is their any reason you've gone with Intel, AMD are way better

Main use will be for gaming, I want good performance for the newest games like Watch Dogs Legion and Cyberpunk 2077. I want to use a 1440p monitor, haven't bought it yet so can't specify exactly which monitor I'll be using.

As for why I chose Intel the 10th gen i5's seem to outperform AMD Zen 2 counterparts and are cheaper and more available than Zen 3's.

No one on here will recommend Intel over AMD.

Watch the following to A/ find out why you should order 10600 over 10400 if you go down Intel route, and
B/ why you should go down the AMD route. (look out for the 3600 on the benchmarks - A Zen 2 counterpart, and then look at the pricing of Zen 2 and then remember than a latest 5 series motherboard will allow Zen 3 upgrades later, if you really need it at some point)
