GPU VS CPU! Help required for optimization

Hey i recently Purchased a System from PCSpecialist, Im noticing in games Such as Esacpe from Tarkov thats primarily a CPU Driven Game that my GPU is running Upwards of 70% And yet my CPU is Only running at Approx 2 to 4%. Which oddly enough isnt what escape tarkov would draw.
Am i able to start some optimization process? if so How?

Do you have an idea of what frame rates you're actually achieving? Vaguely wondering if there is some kind of frame limiter set? Do you get similar behaviour in other games?

On which subject, how are you monitoring the use? If it's with the Nvidia overlay or the Task Manager, I'd suggest also having a look using HWMonitor.

Sorry for all these questions: it's always a case of narrowing down possibilities in order to find what's going wrong. (If anything is!)
