I powered up my new pc and found that the rear fan was not working. the top and side fans are ok I disconnected the top fan and connected the rear fan into its cable to see if it was a faulty connection on the motherboard but still did not work i can only assume the fan is faulty
would i still be able to use pc or would you wait for another fan dont want it to overheat, not gaming on it at the moment

If it is just the rear chassis fan it shouldn't be a problem, was it connected to the motherboard? I though the chassis fans were usually connected directly to the power supply.

connected the top fan to the motherboard and that works ok must be a faulty fan

I really wouldn't worry about overheating. I spent my first 3 days using my PC with the insta-pack foam still inside it which was actually disabling 2 of my main fans... Only my CPU fan and Front fan were spinning, the top and back were completely blocked. Even then my temp monitoring programs were saying I was always roughly 30 degrees apparently. I wasn't gaming at that point though and it's only when I switched my pc on one day and it made a lawnmower noise that I realised something was wrong xD Not my fault, there was no sticker on my case telling me to take my foam out. Plus I wasn't curious enough to peek before then.

I'd see what PCS say though, sounds like a faulty fan. I was going to suggest it was maybe how the fan speeds were set up as mine went through a stage were the top fan wouldn't always run but it would still run on boot up, etc so if yours isn't even doing that it's bound to be faulty. Hopefully PCS will just send you a new fan rather than having to send the whole rig back again :\
