Fan help please

Hey guys - just had a few questions. When i bought my PC from amazo i believe that they cheaped out on the fans and other components. For someone that is very concerned about noise, do you recommend that i get a fan for this slot or is it not necessary? My Gpu tends to get really hot under load and i was wondering if this may make a difference. I have the Radeon r7 260x for those wondering. Also, as i am getting a new cooler for the CPU, where should it be pointed? was wondering if would help my GPU cooling if it sucked air from the GPU and out the top of the case? the top of the case is filled with holes by the way, so the hot air should be able to escape. Putting in a fan to extract air out of the top of the case may help with cooling, but it might not help with the noise (another fan is afterall another noise making item) but it could make a difference if your system is persistently getting very hot.
