It looks like a nice base. There are a few things that spring to mind though:
- a 120gb SSD is very small. it will hold Windows and a couple of games (if you think that games can easily be 50gb in size nowadays). 240gb might be worth considering.
- Why Windows 7 Pro? Windows 10 has DX12, which more and more titles are supporting
- a GTX 1080 GPU is an extremely powerful graphics card. Pairing it with a 1080p resolution monitor isn't a good match, since it will breeze through games even at 1440p. You could consider a better monitor, or a weaker GPU if you wanted to save money.
- 22" is quite small for a monitor. The AOC I2369VM 23" (IPS screen) or the IIYAMA GE2488HS-B2 24" (decent response time) might be much better choices while still being only ~£30 more.
- The H55 will be less effective than the Noctua air cooler and louder. The CM212x Evo cooler would be more than fine.
- the case is somewhat low-end and something with a bit better airflow might be worth thinking about at.

Bearing all that in mind, you could get the Define X1 off the review section, which has a fixed price of £1499 and is better than your spec above (larger SSD, OCed i7 6700k, better case, better PSU, better CPU cooler - while having a GTX 1080). https://www.pcspecialist.co.uk/reviews/ I checked and it works out cheaper than your base spec even disregarding the monitor.

Alternatively there are specs that could still deliver very decent gaming performance but be a lot cheaper:

i was thinking of the 120gb for first drive as all the games would be put on second drive so it should only have windows on my son who is on autistic spectrum is adamant about windows 7 unfortunately change is quite stressful for him this is the only reason for windows 7 the monitor was chosen because of the power being lower than the larger one (thinking of the electric big) also he is on a 17" gaming laptop at moment so the 22" will be a big improvement for him i will look at the cooler this is the one pc specialist put on the specification they gave me
thank you for your help it is so hard when you don't have much idea about computers

You could possibly do a live chat with someone or phone up and ask about changing operation systems for the additional cost. I'm planning to get the Define X1 as it's a great deal.

Ah, this makes sense. :) As above you could try phoning PC Specialist to see if the Define X1 could be configured with Windows 7 Pro (which is the only version of Win7 that PCS do) for the appropriate additional cost. With regards to Windows 10, Classic Shell may be of interest if you find yourself having to use it in future but want it to wear more familiar clothes: http://www.classicshell.net/

The difference in power consumption is 2-4W.

That's about £3 extra per year for the AOC IPS panel if you ran the monitor switched on 12 hours a day, 365 days per year, and displaying an image all of that time (assuming 17.19p per kwh). It's less than 0.5W for each when they're on standby.

Bear in mind that the CPU is 95W TDP, the GPU is 180W, etc (max load anyway). It won't be the fact you have a bigger monitor that will be gobbling up your electricity.

My previous comments about the GTX 1080 being wasted on 1080p 60hz still stand, as does the opinion about the H55 cooler being a poor choice for that spec. Maybe my post was tl;dr.

If you go want something with a GTX 1080, you may as well phone PC Specialist to ask if they can do Win7 on the Define. At least you're getting an OCed i7 PC with better components for £1499.
