We can't really comment on individual components outside of a complete build, but you haven't told us the resolution or refresh rate of your monitor(s), or the games you'll be playing (e.g. MSFS 2020 or modded Skyrim requires a completely different build to Fortnite).
A 1080p gaming build is coming in at over £1500 using current generation components, so I'm guessing £1000 would only get you a 2-3 generation old build...and you'd probably get better value from a used PC or an older pre-built in a clearance sale.
A good GPU for Topaz AI tools would be a 16GB 4080Super, but is over £1000 by itself and is overkill for 1080p gaming. A 16GB 4060Ti may be a good balance for 1080p gaming and GPU-accelerated tasks, but even that would be over £400. Not forgetting that new GPUs have just been announce and will be for sale in the next couple of weeks (5080/5090 first, followed by 5070Ti/5070).
At the cheap end, a CPU and GPU would be £700 on their own, and then you've got the motherboard, RAM, PSU, case, cooler, SSD to purchase...and you don't want to overspec one component to the detriment of the other (so if you go high-end with the CPU/GPU, you'd need to go high end with the cooler/case/PSU).
