CPU GHz high when just in windows?

I cannot understand why my CPU is running at turbo when I'm just on the desktop with no apps running. I have the power option set to balanced and the lowest the CPU goes is 3.0Ghz for a second and bounces back over 3.9Ghz with fans running high.

If I set power option to power saver the lowest the CPU goes is 2.2Ghz and highest is around 3.3Ghz but stays around 2.2Ghz

I have added an intel Optane 32GB module and did a clean install of the OS and reinstalled all the drivers. Before installing the Optane I didn't have a problem with high CPU Ghz when on Balanced. I've also installed Bullguard which I never had installed before fresh install of OS.

This is all on a Octane V 17.3 with a i7 8700K, 16GB ram 2400Mhz and a GTX 1070. I've only had it for 3 days now.

Anyone have any ideas please?

Fans running high has no relation to CPU frequency particularly. That chip will boost to 4.7, so 3.9 is very low.

If you're thinking high fan speed is to do with frequency, it's actually related to temps.

You need to monitor your temps when idle and when under load and report your findings.

Yeah temps was spiking to 75 degrees and base sat around 54 degrees.

Anyway I had tech remote to it this morning and the the cpu was just sitting at 4.4ghz sometimes going down 3.9Ghz. He tweaked a few things and stress tested it and it sat around 84 degrees with 100% load at 3.9Ghz. He was happy with the results. He asked me to monitor it with bullguard uninstalled when I get a chance to see the difference.

Bullgaurd is the culprit as my CPU is now sitting between 2.6Ghz and 3.8Ghz and maintaining a temp off 47/48 degrees. This is on balanced power option.

I need to find a less CPU intensive anti virus now. Any ideas most welcome.

You have a few options - use the built in one from MS (defender) or take a look at Avast.

I find both to be excellent, and personally nowadays just use the built in MS one.

Plus one for windows own, it’s very good.

I use it alongside Malwarebytes on which I do a weekly manual scan. Good combination.

For most general users the built-in Windows firewall and defender is plenty good enough. The only reason I don't use them is because I'm a big experimenter with (sometimes) suspect software etc.
