CPU fan not spinning

Recently got the PC, and, while everything is working fine I was just concerned because even under heavy load and going into the BIOS to change settings regarding CPU fans, it seems one of the two radiator fans in the PCS FrostFlow 200 series doesn't work at all. Since from what I know the 9700x doesn't require copious amounts of cooling it doesn't overheat but it is still concerning if I wanted to upgrade to a more power hungry CPU.

There was also some significant cosmetic damage to the case + scratches on the glass, but I am more concerned about the fans as it directly affects performance.

The PCS FrostFlow 200 is a very basic air cooler, doesn't have a radiator.

Are you certain the fans not spinning or just going by the BIOS readout?

No offense, but that computer is really poorly designed and has virtually no room for future upgrades.
Personally, I would request a refund (if you are within the 14-day period) and seek advice on a suitable system for your needs.
