Budget homework (+ some gaming) PC for teen

Heya, my daughter needs a PC for her homework but is also quite into games, so plays a lot of Overwatch on the Switch and some of the older PS4 titles, and has asked if I can get her a PC that will "do steam"; the world needs more girl gamers so figured I'd do my best to get her something that can play current / older PC games at 1080/60.

I'm getting a monster PC once the 3000 series is out, so this is a £900 (max) budget PC that doesn't need to worry about upgrades down the line, but it will be in a bedroom so ideally something relatively quiet / cool.

My concerns are - do I need an extra fan with the case, and should I wait for the more powerful Ryzen's to get back in stock?

Thanks, just ordered it but thinking if I should of got a 650w PSU instead of a 550w, we wouldn't be upgrading it down the line really. What do you think? Thanks!
