This build is for some gaming but mainly for AI development which is the reason for the graphics card. Cost is on the limit.
Can PCS RAID 0 the two M.2 PCIe SSDs.
Are 2 fans in the case enough or should I add two top fans to remove the graphic card heat.

I cant comment about the compatibility etc and will leave that to the experts, however I am most surprised if you are spending this much on the machine with some highly expensive components in there that you have left the warranty as the default.

Personally, I would consider extending to the 2 year or even 3 year parts and labour if its available on there.

I don't think that noctua is going to keep up with a threadripper, you need a good AIO liquid cooler for that. And you can drop the bullguard, known to cause issues more than being helpful

Yes AMD suggest liquid cooling. The CORSAIR H150I RGB PRO XT and COOLERMASTER MASTERLIQUID ML360 RG suggested only fit in the front of a case and unless the flow direction is reversed blow hot air onto the 24GB NVIDIA GEFORCE RTX 3090 which is trying to get rid of 350W which does not seem to be a good idea. The CORSAIR H100... will fit into the top of a case and will normally exhaust upwards out of the case so a better option to help the RTX 3090. None of the cooler makers give the thermal resistance (would have to be against fan speed) which would allow an informed selection. One review I have found (https://www.anandtech.com/show/13219/the-corsair-h150i-pro-rgb-aio-cooler-review/6) has the H100.. with the same minimum thermal resistance of 0.08C/W as the H150... but with more noise due to I expect a higher fan speed. Only the Alphacool NexXxoS Cool Answer 360 DDC/XT is better if you ignore sound level.
If I go for the larger radiator is the flow direction reversed? If so where will the fresh air for the RTX 3090 come from?
Is there a case that can take a larger radiator in the top which seem the best location?
