I'm wondering if I can downgrade the cooler I originally ordered without any negative effect on my rig? The one I ordered was the TITAN, I want to change to SUPER QUIET 22dBA TRIPLE COPPER HEATPIPE CPU COOLER because PCS are having stock issues. The rig I have on order is in my sig so would this cooler suffice?

You have the K varient cpu, is this because you want to overclock? If you do want to overclock then you need to either have something like the titan or watercooling, i would highly discourage overclocking with a cooler like the super quet one mentioned.
If you are not planning on overclocking then go for the super quiet, btu also downgrade the cpu to the non k varient. Also downgrade the ram to the 1333MHz rather than the kingston hyper-x
