I had a similar issue when I started using my 3080 with the G9, lucky if I got anywhere near 100fps!!
Turned out the monitor needed an update because of using the 3080 with it, it may be the same thing for your monitor, double check they haven't issued a small firmware update to unlock full...
So basically two weeks into first time ownership of a gaming PC with a Gigabyte 3080 Vision OC graphics card, my first choice Strix had no end sight in view so changed.
The build is pretty much as recommended by @SpyderTracks less a couple of changes over the term due to out of stock equipment...
I'm sure yours will be fine, and I can 1000% recommend the Samsung G9, be sure to update firmware as soon as you get it otherwise its locked to 60hz.
Will look into replacing rear fan with a compatible one (y)
That makes sense now because as soon as I hit ML in Icue the whole lot went off...
Bit late but here's some photos of the PC alongside its patient friend, nowhere near done yet, still trying to work out best way to do cable management, I'm guessing the desk will be cleared on numerous occasions to allow for access etc so I can run cables mainly below desk.

@shaps Phone them and ask them for extra packing as you seen what happened to mine, couldn't do any harm.
Case is beautiful otherwise, good selection, I'm happy I chose this one after the other one went out of stock.

Thats what I'm hoping for and that they give the ok to power it on, warranty cover and all that incase something else happens, like @scarpa1 says with the GPU for example.
I've had a good squint with world brightest head torch and still removing very small bits of glass but are getting less...
