The answer is Yes.
Gen 3 and Gen 4 means very little: they have same connection, it only describes the speeds. Meaning that you can run Gen 3 M.2 SSD in a Gen 4 M.2 slot but you still get only speeds as per the M.2 storage. But if you buy two Gen 4 super fast M.2, one of then will work slower...
850W RMx is a better quality PSU: runs cooler and more quiet. It only activates PSU fan when gets hot which makes the whole build more quiet. It's also a good idea to have more powerful PSU as it degrades in time, also in case if you decide to upgrade a GPU in future (and better GPUs usually...
TUF B550-Plus has two, not one, M.2 slots: one for Gen 3 and one for Gen 4. Your chosen PCS M.2 1TB could work perfectly fine on a Gen 3 due to its speed not being very high.
Strix B550-F same: Gen 3 & Gen 4.
Asus Website: B550 Plus
Asus Website: B550-F
If you do music/audio editing, go with B550-F. For any other cases go for B550-PLUS is a CPU isn't 8 cores or more (in that case X570 would be better).
What would be a PC for? What's a monitor and a budget? Best is to seek for advise on the whole build, not just separate components.
Currently £100 difference... Depending how long OP is planning to stay with this GPU. If longer than 3-4 years, I'd say it's worth to go with 3060. Also, depends on the games (will want to play very new most demanding or not).
Most likely it's going to be 10A. It's just a normal standard. No way it could be 13A when it's only 900 Joules. It actually looks a bit overpriced to me, I think because of the brand.
Something like that perhaps... We just need to know the uses and a monitor.

Even if it's a gift, in order to claim a warranty, you need to register this PC with PCS (if it's a PCS PC) firstly. You need to call PCS to do that https://www.pcspecialist.co.uk/contact-us/ Most likely they'll ask you for a receipt or other details so best is to contact the person who gifted a...
There's no option for which M.2 and if you choose two M.2, OS gets installed in to the fastest one. In your case it's not relevant as in your most recent specs you haven't chosen an OS. But, as I said, if you do, than you may need to email PCS asking to install it into the 500GB rather than 2TB...
Keep in mind that M.2 Samsung 980 Pro 500GB and 2TB have slightly different speeds 2TB being very slightly faster. Currently it's ok as you haven't picked an OS, but if you will, PCS may install an OS to the 2TB as it's the fastest storage. Just pointing this out, if you decide to take with OS...
Have you bought it as already assembled PC or as a custom PC through a PC Specialist website? Could you drop us your full specs from the orders page as explained in the sticky thread - dropped a link below.

Samsung is much faster than PCS M.2. I'd think opposite - best to have the fastest possible M.2 storage for OS, and 500GB is very optimum for that. Not sure why you'd be recommending a slower, but with more capacity storage for OS...
It will take at least a year for manufacturers to reach a demand. No sooner than the end of the next year, I'd guess. Electric vehicles and other new technologies demand for CPUs. So it may happen that GPUs may get cheaper but CPUs more expensive. Furthermore, Chia crypto may start threatening...
Because AMD and Intel are completely different systems. Best is to call PCS and change to your AMD saved quote (will need to tell them a saved quote number) or simply cancel an order and make new specs with AMD ;)
