There is no Synaptics tab under Control Panel>Mouse. The 4 tabs are 'Buttons', 'Pointers', 'Pointer Options' and 'Hardware'. Under Hardware and in Device Manager it only lists 'HID-compliant mouse' and 'PS/2 Compatible Mouse'.

Thanks very much for the reply. My main concern with fan noise is making sure that people can't hear it outside the room I'm in. Silent mode being inaudible is a good sign for general purpose use.

My first impression is that you're spending too much on RAM. Flight Sim can take advantage of more than 16GB on max settings, however the GPU you've chosen isn't really powerful enough for that, so you'll gain more from reducing the RAM and upgrading the GPU.
