the boost clock of the cpu is 4.3 all core. I dont know why it isnt boosting. even during games.

I ran cinebench r23 and my cpu was stuck at 1.06 volts at 3.796 ghz, how do i fix this? Thanks

So I ordered an RX-580 8gb model but I heard that PCS use the blower type which is what I was avoiding, Anyone know what type of card they give you? Thanks in advance.
