ironically after turning the fans down the temperature has marginally gone down on the cpu

i turned them down to 700 hundred fixed rpm and its quiet. Will this damage the computer, is there a standard in which the case fans are usually set to, cause i have know idea what is too high or too low.

So im pretty sure its the case fans, is it possible or wise to change them, or do i just put up with the noise
