I understand it isn't exactly intended to be portable, I just need to be able to take it to and fro between 2 places so that suits me fine. For long journeys/portability I have a lightweight, lower spec laptop for that. It's just being able to move it easily compared to a desktop.

I choose the Nova because it has Ryzen CPUs. Regarding your modifications, I think that would be a good idea and should just about be in budget

Would the ryzen 5 3600 be adequate for 1080p video editing and i would rather have a 2070 for better gaming performance.

Wouldn't my 1tb external ssd (Samsung t5 usb c) be an adequate scatch drive?

I don't need too much storage as i already have a 1tb external ssd. I am also going to be using it for programming and video editing - i would like it to be as future proofed as possible.

I would get a desktop but I can’t because I need to be able to travel with this pc. I could maybe get a mini pc but that would probably be an inconvenience

Would I be able to swap in a rtx 2060 super or rtx 2070 in the future?
