Could be voltage, have you undervolted at all? If the CPU doesn't have enough voltage it will simply turn the PC off and restart and it happens frequently with normal web browsing because of phase changes (i think this is the correct term). Also not sure about your specific parts but maybe...
I have it undervolted and capped at 90c, all cores got to 90c on cinebench at 100% and I got a score of 19500 on 7700x which i think is about average, couldn't see any glitching either.
Temps are fine though haven't tried anything that actually pushes the cpu to high temps, will try DDU. Couldn't find any info on the 2 updates going to assume they only came out yesterday when i installed them and theres no info yet.

Yes i didn't know the problems with norton until i googled something along the lines of "norton win11 issues" and the first thing that popped up was the exact symptoms that i was having so most likely that was the cause.
I think it was mostly just asus stuff like the armoury crate stuff, there was something like 100 processes running after first boot, norton ofc and other normal windows apps etc.
No but the PCS guys had installed a massive amount of bloat so i just went ahead with the wipe anyway, will probably end up updating to win11 in the future but as it seems to be running fine rn i'm planning on leaving it as is for now.
With the help of a friend i downgraded to win10 and wiped everything and put my OS on my 500gb 970 instead, seems to be fine but still need to test a few games to make sure it was software and not hardware but things like games hanging on stopped responding during launch is gone instantly so...

You should send the link for reconfig, it's when you click the "share to forums" link after building the system, the h100i is good enough for this cpu as long as you don't intend to heavily overclock it.
