Some big issues with that build mate unfortunately. 450 too low for a power hungry i9 and 3060. Slow ram, not as big an issue for intel. Do I see correctly that you have no SSD? That would be absolutely criminal and massively impact system performance.
Really depends if you want to trim the budget or not. The TUF gaming x570 board would suit a 5800x perfectly. The 3070 will drive a G9 over 60fps on most all games if you don’t ray trace. Look at the reviews online, the 3080 will get you some extra frames, depends on your requirements.
It’s just a frustrating level of service. The product is good and the constrains at the moment are noted. My experience was as follows:

Does anyone actually have the frostflow cooler or just making things up? Came with mine and had every intention of changing it but it performs very well. 5800x idles at 30c and mid to high 70s on sustained all core max load. Doesn't budge past this even on stress testing. Actually gets better...
That's a great system to be honest. Nvidia seems to just play better with some of the more popular games at the moment but mainly only if you want RT on. DLSS is good but it can make things look like crap too if you rely on it too much.

Agree the 5800x and the 3080 will be a brilliant gaming PC and perform better than an i9. Proper high refresh 4k gaming is doable on a 3080 but if you want high settings over 60FPS you may struggle. Saying that 1440p gaming is more than enough imo and that system will crush it.
If you right click your wifi and click properties what speed is it connecting to the router at? Windows can show full bars when the signal is quite crappy.
