Bought from PCSpecialist, RMAed twice already. I guess it's just opening another RMA

Hello, I had 2 RMAs and they just sent me back the PC "fixed" where as soon as I turn it on the CPU temps skyrocket and the PC shuts down, all the cable are firmly connected. I want to request a full refund, I have the Gold insurance package, how do I request it? Is that just like a normal RMA...
